  • 안녕하세요~ 오늘은 뒤늦게 저녁에 복습하려니 힘드네요  zz

     

    2016.05.20 벌써 금요일이라니 ㅠㅠ .. 시간은 너무나 빠르네요 !! 하루를 잘 활용해야 되는데..ㅋㅋ

     

    오늘 수업시간에 다룬 기사를 보면 영어단어도 특별히 어려운 것이 없고, 내용도 저번에 2회차 수업 떄 살펴 본 일본의

     

     양적완화정책과 비슷하게 미국 연방준비은행의 통화정책의 일환인 "Helicopter Money"에 관한 기사입니다.

     

     

     

    하지만 오늘이 4회차 수업이었는데 이전의 내용들보다 이코노미스트를 해석하는 데 시간이 오래 걸렸습니다. 그 이유는 탁월한 이코노미스트 기자분들의 글솜씨 덕에.. 아님 이해가 좀 부족한(?) 우리들의 한계로...ㅋㅋ:;

     

    여튼~@@ 오늘은 생각보다 간단해 보이는 문장에 완곡하게 표현한 문장들이 간혹 보였답니다~!!

     

    원래 언어가 이해하는 사람에 따라 뜻이 다르게 해석되기에.. 오늘 스터디 한 분의 탁월한 해석으로 글을 다시 바라보게 되었어요 !! 감사합니다~GOOD!! 역시 하나의 기사를 읽더라도 대강 여러 기사를 읽기보단 꼼꼼히 정확하게 이해하는 것이 논리적인 글읽기 향상이란 것을 다시 한번 느꼈습니다. 그럼.. 오늘 수업 토대 + 저의 주관적인 요소가 포함되었기에 고칠점은 지적해 주셔도 좋을 것 같습니다 

     

     

    오늘 핵심은 통화정책의 일환인 이른바 "Helicopter Money(헬리콥터 머니)"가 최선의 대안임에도 

     

    정치적인 한계로 시행의 어려움을 겪는다는 것"으로 요약을 하겠습니다

    To get out of a slump, the world’s central banks consider handing out cash

     

    HELICOPTER money” sounds like an item on an expense claim at a hedge fund. In fact, it is shorthand for a daring approach to monetary policy: printing money to fund government spending or to give people cash. Some central bankers seem to be preparing their *whirlybirds (and their printing presses). In March Mario Draghi, the president of the European Central Bank, described helicopter money as a “very interesting concept”. Ardent supporters see it as a foolproof way to perk up slumping economies. Yet helicopter money is a less radical departure from the norm than it sounds. What is more, it fails to remove the political constraints that have been the biggest drag on recovery.

    "헬리콥터 머니"는 헤제펀드에 경비 청구서와 같은 물품처럼 들린다. 실상, 그것은 정부 지출의 자금을 제공하거나 사람들에게 돈을 주기 위하여 돈을 찍어내는 과감한 통화정챡의 약칭이다. 일부 중앙은행들은 헬리콥터(화폐발행 인쇄기)를 준비하고 있는 것처럼 보인다. 3월에 유럽중앙은행의 마리오 드라기 총재는 헬리콥터 머니를 "매우 흥미로운 개념"이라고 묘사했다.     The *evocative concept of helicopter money comes from Milton Friedman, the father of monetarism, who* mused in 1969 that central bankers could never fail to boost the money supply since they could always drop newly printed bills from the sky onto the *cash-starved economy below. The idea cropped up again in the early 2000s, as economists puzzled over how to spring the Japanese economy from its deflationary trap. Ben Bernanke, at the time a new governor at the Federal Reserve, made reference to Friedman’s conceit in speeches about dispelling deflation, earning himself the nickname “Helicopter Ben”.

    헬리콥터 머니를 환기시키는 개념은 1969년에 중앙 은행들은 새롭게 찍어낸 화폐를 cash-starved(유동성이 떨어져 돈이 안 돌아가는 상황인)국가 아래로 뿌리므로 통화량을 증가시키는데 결코 실패하지 않을것이라고 말한 통화주의의 창시자인 밀턴 프리드만에게서 나온다. 그 개념은 일본을 디플레이션의 늪에서 빠져나오게 하는 방법에 대해 고심하던 경제학자들 덕분에 2000년대 초기에 다시 등장하게 되었다. 당시 연준의 새 의장이었던 벤 버냉키는 연설에서 디플레이션을 벗어나는 것에 대한 프리드먼의 자신감(자부심)을 언급하며 “헬리콥터 벤”이란 별명을 얻게 되었다.

     

    Helicopter money provokes fewer chuckles today. The world’s big, rich economies have all joined Japan* in a rut of chronically low inflation and interest rates. Growth in nominal GDP has been pitifully low in the aftermath of the financial crisis: especially in Europe and Japan, the top candidates for a dose of helicopter money. The weakness persists despite central banks’ vigorous attempts to get their economies moving, by cutting rates into negative territory and printing trillions to buy government bonds (a policy known as quantitative easing, or QE). A new strategy does indeed seem overdue*.

    헬리콥터 머니는 오늘날 웃음을 덜 유발시킨다. 세계의 규모가 큰 부유한 경제대국들은 통상 지속적으로 저물가와 저임금 상태인 일본과 연결되어 왔다.(일본의 상황이 세계대국들에게 영향을 끼쳐온 것) 명목 GDP성장률은 경제위기 여파로 초라할 정도로 낮은 수치를 보여왔으며, 이는 어느정도 헬리콥터 머니의  상위 후보자인 유럽과 일본의 경우 특히 더욱 두드러진다. 그러한 결점은 중앙은행이 경제상황을 진전시키기 위해 금리를 마이너스로 내리고 국채를 매입하기 위해 엄청난 양을 발행하는(양적완화로 알려진 정책을 의미) 열렬한 노력에도 불구하고 지속되고 있다. 새로운 전략이 실로 충분히 준비를 갖춘 상태이다.-> 새로운 전략(양적완화-헬리콥터 머니)을시행해야 되는 때가 왔다는 것.

     

    Advocates of helicopter money do not really intend to throw money out of aircraft. Broadly speaking, they argue for fiscal stimulus—in the form of government spending, tax cuts or direct payments to citizens—financed with newly printed money rather than through borrowing or taxation. QE qualifies, so long as the central bank buying the government bonds promises to hold them to maturity, with interest payments and principal remitted back to the government like most central-bank profits. (The central banks now buying government bonds insist they will sell them at some point.) Bolder versions of the strategy make the central bank’s largesse more explicit. It could, for instance, hand newly printed money directly to citizens. Jeremy Corbyn, leader of Britain’s Labour Party, has proposed “people’s QE” of this sort.

    The advantages of helicopter money are clear. Unlike changes to interest rates, stimulus paid for by the central bank does not rely on increased borrowing to work. This reduces the risk that central banks help inflate new bubbles, and adds to their potency when crisis or uncertainty make the banking system unreliable. Fiscal stimulus financed by borrowing provides similar benefits, but these could be blunted if consumers think taxes must eventually go up to pay off the accumulated debts—a problem helicopter money flies around.

     

    헬리콥터 머니의 장점들은 명확하다. 금리변화와 달리, 중앙은행이 책임지는(대가를 지불한) 부양책은 경제를 활성화시키기 위해 차입을 늘리는 것에 의존하지 않는다. 이는 중앙 은행들이 새로운 버블을 형성하는데 일조하는 위험을 줄여주고, 위기감 혹은 불확신성이 은행 시스템을 신뢰하지 못할경우 그것의 강력함이 증가된다. 차입으로 자금을 제공하는 재정확대 지출 방법은 비슷한 장점을 제공하지만. 이는 소비자들이  축적된 부채를 상환하기 위해 조세를 결국 더 걷어야한다(헬리콥터 머니가 회피하고 있는 문제점)고 생각한다면 효과가 미미할 것이다.

     

    A paper published in 2014 by Jordi Galí, an economist at the CREi, an economics-research centre in Barcelona, reckoned that money from the sky could have “strong effects” on a slumping economy with only mildly inflationary consequences. A recent analysis by economists at Deutsche Bank points out that most rich economies have turned to central-bank-financed spending in past emergencies, especially during the world wars, when America and Britain were notable enthusiasts. In some cases, this led to hyperinflation. Yet printing money to escape a slump should pose less risk than printing money to fund a state too weakened by war to raise taxes, particularly if control of the presses is left in the hands of independent central banks.

    2014년 바르셀로나에 위치한 경제연구 센터인 CREi의 경제학자인 Jordi Gali가 발표한 논문에 따르면, 하늘에서 뿌리는 돈(돈을 찍어내는 것)은 침체된 경제에 단지 미약한 인플레이션 결과만을 가져오는 "강력한 효과"가 있다고 말한다. 최근 더치은행 경제학자의 분석에 의하면 대부분의 부유한 국가는 과거 위급한 사태, 특히 미국과 영국이 주목할만한 열광주의자였을 때의 세계 전쟁 기간 동안 중앙은행이 자금을 제공하여 지출하는 방식으로 돌아섰다. 일부의 경우 이는 하이퍼인틀레이션을 초래하였다. 그러나 침체에서 벗어나기 위해 돈을 찍어내는 것은 전쟁으로 쇠약해져서 조세를 올릴 수 없는 국가에 자금을 제공하는 것보다 위험이 더 적을 것이다. 이는 특히 (돈을 찍어내는 권한)인쇄기를 관리하는 자가 독립적인 중앙 은행들의 수중에 맡겨진다면더욱 그렇다 (위험이 덜하다).

     

    The real problem with helicopter money is that it is a technical solution to a political problem. Europe’s economic slump has been worse than those in America and Britain partly because the ECB has been slower to use policies like QE, for instance. That is because European law forbids the central bank from financing governments. Only last year did the spectre of deepening deflation allow Mr Draghi to argue there was an urgent monetary-policy justification for bond-buying. For the ECB to pursue helicopter money, European governments would have to amend the treaty that created it. But if they were willing to give the ECB that kind of leeway, things would never have got to this point.

    헬리콥터 머니의 실질적인 문제점은 이것이 정치적 문제에 대한 (기술적으로)시행하기 어려운 해결책이라는 점이다. 유럽경제의 침체는은 미국이나 영국의 경우보다 더 심각한 상태에 처해있다. 왜냐하면 예를 들어 유럽중앙은행이 양적완화와 같은 정책들을 미뤄왔기 때문이다. 이는 유럽이  중앙은행이 정부에 자금을 조달하는 것을 금지토록 법을 규정했었기 떄문이다. 지난 해가 되어서야 깊어지는 디플레이션에 대한 불안감이 (유럽중앙은행 총재인)마리오 드리기가 채권 매입을 정당화하는 긴급 통화정책이 필요하다고 주장하게 이르렀다. 유럽중앙은행이 헬리콥터머니를 추진하기 위해서는, 유럽 정부들은 (ECB를 설립한)조약을 개정해야 할 것이다. 그러나 그들이 유럽중앙은행에게 그러한 재량권을 기꺼이 부여했다면, 상황은 결코 이러한 상태까지 이르지 않았을 것이다.

     

    Money isn’t everything

    Similarly, many euro-area governments face borrowing costs close to zero for durations of up to 30 years(만기가 30년인 채권을 의미); even longer in Japan. Thanks in part to QE, debt-financed government spending costs little more than stimulus paid for by central banks. Yet European governments continue to work to cut their deficits. Even in spendthrift Japan, the recovery plan of Shinzo Abe, the prime minister, is threatened by his determination to raise the rate of consumption tax in order to reduce the deficit. Free money is already available: what is missing is political consensus on whether and how to use it. To think helicopter money can help now, you must believe that it would close differences of political opinion in places like the euro area. Given worries in Germany (and elsewhere) about inflation and moral hazard, the opposite seems as likely.  (*spendthrift 낭비하는)

    It would be a good thing if governments began building frameworks for the use of helicopter money. When the next crisis strikes, central banks will almost certainly have little room to reduce interest rates. The ability quickly to credit individual bank accounts with cash, for example, would render shocks more manageable. But there is no way without a will.

     정부가 헬리콥터 머니 사용을 위한 체계를 구축하기 시작한다면 좋을 것이다. 다음 위기가 발생한다면, 중앙은행은 금리를 인상할 여지가 거의 없을 것이다. 예를 들어 개인 계좌로 돈을 재빨리 넣는 능력은 (추후에 발생할)충격을 보다 더 처리하기 유용할 것이다. 그러나 의지가 없다면 불가능하다.

    이상으로..! 이렇게 본문은 구성되어 있습니다. 결국 정치적인 문제에서 해결이 되지 않은 상태에서 헬리콥터 머니의 유용성과 실효성을 보장할 수 없다는 것이 기사에서 말하고 싶은 바인 것 같습니다.

     

    정리를 마치며 "The real problem with helicopter moey is that it's a technical solution to a political problem."에 대한 해석에 있어  어려움이 있었습니다.

     

     technical이 "(법률,정책)구체적인" 뜻도 있고," (기술적으로)실행하기 어려운" !!이란 의미도 있습니다. 즉, 여기서 통화정책이 최후의 대안으로 시행해야 하는데 시행하기 어려운?/ 기술적인?  해결책이 실질적인 문제라고 글에서는 지적하고 있습니다~!

     

    이것이 유럽의 법, 조약 등 정치적인 규제의 어려움으로 헬리콥터 머니가 실행하기 어렵다는 것-정치적 합의가 이루어지지 않았다-을 뜻하는 것인지..! 이 기사의 첫 단락에 "What is more, it fails to remove the political constraints that have been the biggest drag on recovery."를 끌어온다면 결국  it's a technical solution to a political problem.에서 정치적 문제에 있어 실행하기 어려운 대안이다가 맞는 것 같습니다!

     

     

    마지막으로, 오늘의 토론 주제는 Do you think Helicopter money will help boost rich countries' economic slump?입니다.

     

    포인트는 rich countries .. 강대국들의 경우를 생각해야 하는 것입니다. 기축통화의 주인인 미국이 달러를 많이 발행하는 것과 우리나라가 발행하는 것에는 차이가 있으니!

     

    그리고 헬리콥터 머니가 통화정책의 일부분인데 '통화정책 = 헬리콥터 머니 '를 동일시해서 말하면 안 된다는 것!

     토론하다 보니 이 두 개가 미치는 영향이 비슷한 거 같아서..헷갈렸습니다.
